I'm heading to Vandenberg for a conference 17-19 November. I'm thinking of heading there a few days early for a weekend of diving. I'm considering heading up to Monterey. But, I'd also like to know what kind of diving I could expect between Santa Barbara and Pismo Beach. Any recommendations? Shore or boat diving. I'm very comfortable in cold and limited visibility.

Catalina is a long way from Vandenberg, you might try Santa Barbara or Ventura. It's still a drive but not to bad.

There is a dive group on Vandenberg AFB called the Aqualeers. You will need them to beach dive on Govt. property. I don't know their number but you can make contact through the dive shop in Lompoc. The owner's name is Ron Fairbanks. I live in Lompoc and go out in my boat. Give me an email and I'll take you out.
 
Scuba Shore Diving Site Page for: Refugio State Beach of California Mid, USA West
Refugio Beach is nearby and is one of the easiest beach dives I've ever made. There are reefs and kelp close to shore and the topside facilities make it easy to spend the entire day there.

But you will have to hit a dive shop though on the way there... and bring enough tanks.

Monterey has shops within walking distance from the water and plenty of sheltered spots..... but the distance to travel might be a PIA...
