Ocean Explorers do have a program for Kids, it's PADI regulated and I guess there's a minimum age diver can go....something like 10 years old or 8, not sure, but it worth checking out as kids usually do much better than us underwater since they are not so afraid of so many things like us old and terrified! :)
 
Ten is the minimum age for junior open water or discover scuba dives. I know age is just a number, but so is depth and hours before flying. One thing I would recommend is being honest with any dive center about the age of your child, even if it means they can't go diving. A couple years will pass by faster than you know it and then they will be even more ready.

Sorry for the delayed response. If you have time to take the shuttle to Saba to dive it is worth it. I have only been diving at St. Maarten once. The local diving wasn't bad (stayed at Pelican Resort and used dive shop there). The shuttle leaves from Pelican Resort. Total trip is a little costly when you combine the diving, but the reef around Saba was in much better shape than what I saw at St. Maarten - though the diving wasn't bad - just average.
