I'm not sure about trains, but I know the public transportation in Croatia is solid so you should be able to take a train or bus anywhere you want. I went diving in Dubrovnik and it was pretty cool. Did a couple of wrecks and some a bunch of octopus and some other fish. Vis is great and the water is cool (low 60's). I would do it again. If you do a search on "scuba dubrovnik" you find a few shops. We just took a RIB out from the shop. PM me if you need more details. I can probably dig up the name/number of the place I went with.
