I think there are a few dive shops on Koh Chang but I don't really know any of them. The few times we went there for diving, we took everything with us from Bangkok and chartered a local boat.
My impression is that right around Koh Chang itself, there is not really very many good dive sites due to poor visibility. However once you get further to the outer islands/islets, visibility improved significantly, around 15-20m which is as good as you will ever get around the eastern seaboard of Thailand.
