I have not posted on here in years but I just had to reply to this. I used to teach on Koh Phi Phi and I have done a lot of diving on Koh Phi Phi Lay. This is just a guess but, the dive boat captain has done nothing wrong, same with the divers. 100% of the blame is on the speed boat "Driver" (ill never call him a captain). When I was teaching there, the speed boat drivers were idiotic. I was almost killed when a speed boat ran right over top of me in 7 feet of water. I could hear it getting louder and louder and I pushed my students down and used my rear dump on my BCD. my two students said that the prop missed my ass by about 1 foot. I was in a roped off area used for dive training and the boat ran right over the ropes. for lack of better wording but I lost my cool and had a chat with the driver. The "cops" came and told me they would let me off with a warning for diving outside the ropes. At this point I lost my SH!T and everyone else start yelling at the cops. Then they just walked away with the driver and that was the end of it. there is just no rules there when it comes to speed boats and the drivers don't care what they are doing.
