Only the diver performing the job could put his lock and later remove it from the switch at the completion of the job.

Since we're talking about lockout.....one critical point, as specified in the SJP or lockout procedure, is that the key to the lock must be in the possession at all times of the individual who owns the lock. It is a safety violation to give your key to someone else or place it in a place where it can be taken. Violation of this policy will get you fired or worse.....killed.
