Have a contact that has a few of these TAC-100 for sale with only board and compass in good condition in orignal hard case he says it best attach a dive computer to them ,what should I offer him for them , I only want one ,he asking 450 dollars for 3 or them, would I get 150 dollars for them on Ebay?

I think you would, simply because they are not commercially available, and the novelty factor alone is strong enough to attract at least 2 other buyers.
 
Generally the bigger the compass the more precise it is. Compasses being liquid filled should be able to go DEEP. rzep is right on the mark. I still use a console and one of the reasons is the ease of compass use it provides. I haven't used a wrist compass diving since the early 1980's they are a PITA.
 
I am designing my own board with a Ritchie Kayaker compass . Basically it's the same compass as the TAC 200 but has no open face and is not luminiscent.
According to Steve from Ritchie:

The Ritchie compasses have been used by Benthos to 1 ½ miles beneath the surface. The liquid filled compass with a diaphragm is neutral and doesn’t have pressure problems.

The kayaker does have the same footprint as the TAC-200-2 but the dial is not open face or luminescent.


So i will add a chemlight for soft illumination during night use. The kayaker compass is removable from it's holder so you can safely transport the board without the fear of damaging the compass.
