In the first case, if the diver was alive and conscious, a PLB might very well have saved his life.
A drifting diver may survive three days without drinking water. That would be a long time to suffer after not bothering to buy a PLB. They just don't cost that much, especially over the years, and can be carried on hikes, country drives thru cellphone dead spots, etc. Just don't plan anything the one month every six years when you have to send it off for battery service.
