Perhaps he wasn't bent at all. Or maybe he was doing too much yo yo diving. Thanks Sportx for the info. We hear little blurbs but had no idea what happened.

I overheard him complain of pain in his shoulder.

The captain recommended that he start O2 treatment which the diver agreed to. A short time later he was still in pain and the captain recommended that they notify EMS which the diver agreed to. At the dock, the diver was able to walk and disembarked before the other divers. The dive guide remained with the diver most of the way into the dock, both comforting him and checking on his condition.

Joint and/or Limb pain is a sign of DCS. If the victim was given O2 I would expect the pain to reduce, even if slightly, especially by the time the boat got back to the dock. If there was little to no change in pain it doesn't rule out DCI/DCS but it makes it more likely to be trauma related. Unless the staff on the boat are doctors/EMT, they really did all they could for the victim. There is no indication of how long elapsed between the time he was given O2 and the time they alerted the EMS.
