Get a boat fender with a hole through it, a 6' shaft (PVC pipe works), a counter weight and a BIG FLAG. Boaters can't see those little floaty things in a chop or if the sun is in their eyes. If a boat is going 40-50 mph, they're over you before they see a small float. GO BIG get that flag up high!!

People rear end police cars with flashing lights on, parked on the side of the interstate, just not paying attention. Anything you can do to make yourself visible helps. I guarantee 100% of the boaters out there, aren't paying 100%attention all of the time, just like drivers on the highway. Don't get me started on auto-pilots, at least a dazed driver has to sit behind the wheel and stare ahead.
 
The small red one that is linked above isn't easily detectable, even in the lake.

This one will be better.

For the ocean, I think DenniS' idea will be better.
 
Go to Discount Tire get a innertube for $5 and get a milk crate, works great to put stuff in.

I need a Floating Dive Flag system,whats the best?:D

Why not make your own using the following parts:

Auto tire inner tube
Plastic milk crate
Long zip ties (preferably UV resistant type)
Dive Flag
Dive flag tow line

Fully inflate the inner tube then secure the plastic milk crate to the inner tube with zip ties.

The flag can then be mounted in one corner of the milk crate.
Attach the tow line to the bottom of the milk crate.

You now have a very stable dive flag platform and the milk crate portion of the dive flag platform can be used to store extra weights or other items.

This would also come in handy for an instructor or DM working with students.

For the reference, what size of inner tube are you talking about?
