Dive school not dive club and thats a very important difference. Dive schools are commercial therefore have to abide by HSE regulations, dive clubs do not.

Therefore there would have had to be mandatory 1 x surface support and 2 x support divers in the water (all with redundant gas, medicals, insurance) at the minimum.

The person might have been a student, or possibly even a member of staff. If it was a dive CLUB (non commercial) none of the above would be the case.
