I believe you'll find this is not true. There is probably little jeopardy, but it is illegal. You can (for example) quote an NDL from a PADI RDP (that is "fair use") but not reproduce the entire RDP.
I suggest you check the copyright law and not trust what your friends tell you or what you "read somewhere."
IANAL but I'm married to a professional librarian, and they deal with this stuff all the time.
I think that's what I was trying to say here? Edited my post to clarify. If you acquire (thru legitimate channels) the tables from an agency that are copyrighted, you can used them and even fair-use reference them. The OP is who for some reason was annoyed that the tables were copyrighted for some reason.

If the OP wants copyright free material, then likely that's going to require going back to the old Navy or NOAA tables since as US Gov't produced works, they should be public domain. But.... that means losing out any 'value' that the various agencies have attempted to add in their versions.

What does Copyright have to do? That doesn't prevent you from using them, but you can't re-sell copies or claim the work as your own.

While there is no restriction on use for this type of printed materials under US law, the copyright holder does have the exclusive right over reproduction. Downloading a copyrighted work without permission is considered reproduction and is a violation unless the Fair Use exception applies. This is how the US Copyright Office states it, "Uploading or downloading works protected by copyright without the authority of the copyright owner is an infringement of the copyright owner's exclusive rights of reproduction and/or distribution."

The relevant law can be found here: Chapter 1 Section 106 - Circular 92 | U.S. Copyright Office

That said, viewing copyrighted material and making your own notes or otherwise using the material without reproducing it is not a violation. Both the EU and US have determined that the temporary download required for browser caching are not a violation or are covered by Fair Use. So if you can find a copy on a site, you can legally use it to create your own dive plans.

but someone downloading and using it (without republishing it) is not.
Isn't there an issue however, if said information is then being used by the individual for profit?

The part you quoted was a mistake on my part, downloading is considered reproduction and is a violation unless the downloader has permission or it qualifies under Fair Use. I've rewritten my post.

Whether something is being used for profit goes into determining if the Fair Use exception applies.

Hello all

Looking for PADI dive tables for both air and EANx. Been trying Chatgpt, Google and Perplexity for the last hour and either cannot find it in metric (meters) or a quality worth printing. Anyone have these in PDF or high quality images please?

Dont know why Padi doesnt make them just downloads on site (more than likely wants you to Put Another Dollar In....) and I am not paying on some of these scummy sites for them.
