ROTFLMAO! You're on your own, sublime250. No one is going to share their "secret spots" for lobsters with you. My best recommendation is to go where no other divers go - you stand a better chance at getting a bug or two in those locations. Rocky bottoms, near sand are best. This time of year, the bugs are in shallow water.
 
What time of day is best? Night?

Yes. Lobsters hide during the day and only come out to forage at night. While you may see them during daylight, they are normally in holes that are deeper than your arm. At night, like cockroaches, they come out of their holes and you stand a much better chance at grabbing them.

Don't forget, you will need a California fishing license with ocean enhancement and a lobster card. You must fill out the lobster card before you enter the water and document your catch at the end of your diving. You must have a measuring device with you in the water. Bag limit and possession limit is seven lobsters. No sticks, loops, hooks, etc. allowed. You can only take lobsters by hand or using an approved hoopnet from a boat.

Oh, yes. Be careful about game preserves. There are some places where the lobsters are protected.

Need to find a dive buddy or a commercial boat trip. Finding a dive buddy with a boat would be a bonus. Pretty much anywhere where there is rock and/or kelp. Be prepared to dive 55'-80' of water.
