Rangiroa Plongee were fantastic in January two years ago - highly recommended - obviously a french op but the English is good enough for dive briefings. Raie Manta Club gets good reviews, and Six Passengers get a lot of US customers.
I would stay well away from Top Dive.
September onwards seems to be main manta ray season while Dec - Feb is giant hammerheads and Whales show up around march. I found January excellent.
