The charger ecu-024-12a just has a red light and the battery never charges. What component is bad? The charger or battery ?

Buy a multimeter and find out. Check the battery voltage and the charger output voltage.

I can only speak about the charger with the BX-2 that I have. I initially thought to myself "what a dumb idea that the light on the charger is always red and never changes to let you know the battery was charged".
Then I read the product description closer https://www.diverite.com/wp-content/uploads/2017/06/BX-2-Header-6-19-17.pdf
and realize that the light would change to green when it actually is FULLY charged. I let it charge about a day and a half which gave me plenty of time to digest the humble pie that I kept serving myself for not reading instructions.

Same experience with the BX-2. It's a great light, but the included charger is amazingly slow. If I'm pressed for time, I throw the 18650 in the charger that came with my LX-20
