Dive Paradise pier charges question

We have never been asked by the Cozumel Hotel employees or Dive Paradise people if we are staying at the hotel or not.

Trust me, if you're not a guest there they know...by the bracelets or lack of a bracelet. If you were able to get in there and catch a boat without being a guest either:
A) you got lucky
B) it was awhile ago before they closed off the street entrance and really started policing this
C) the security guard was sleeping
D) all of the above
 
Dive Paradise does own the pier at the Villa Blanca. They do charge $2 if you aren't diving with them. I believe the hotels own the other 2 piers but I am not positive.

My take is that they are doing that so that those who use the pier will contribute to the cost of its replacement, which was necessary after Wilma's visit. Seems fair to me and two bucks isn't going to break anybody.
