I have a friend looking for a job in a dive shop in the Philippines. Does anybody know of a shop in need of a reliable dive instructor? Any leads will greatly be appreciated.

Getting a work visa would help first, then he could contact any dive shop in any area and inquier.
Work visa first, don't take a job from a Philippino if you are not supposed to work in the first place! Yes, I know this is done, off the books!
