For scientific/university work: AAUS- American Academy of Underwater Sciences

Wow, that is an awesome list. Makes me want to go out and start my own agency. There is no shortage of people willing to buy a cert card. As Popeye would say, you pays your money and get your card.

It does bring up a good question. With all these dive agencies, who regulates them?
If I went to Aruba and presented a card from SUSV, would the dive operator really know it was legit?
 
No one regulates dive agencies. And no, all dive agencies are not created equal. That's enough said on that subject.

No one "regulates" them, they are kind of like the U.S. Congress where there are some general guidelines, but they make the rules for themselves. Yeah, that seems to work real well.

The RSTC, Recreational Scuba Training Council, sets minimum training standards for varying levels of certification. Member agencies agree to follow at least these minimums.

Not all training agencies are members of the RSTC. (That may actually be a good thing).

PADI is by far the largest training agency worldwide and trains more divers each year than anyone else. Whether or not your certification is recognized has a great deal to do with where in the world you are.
