Most people go with a balanced primary and an unbalanced backup reg. If I'm not mistaken, Apex does not make an unbalanced 2nd.
The backup reg doesn't HAVE to be unbalaced. You could just detune a balanced reg to make less likely to freeflow. (GI3 does this.)
I use a ScubaPro Mk25/S600/R380 setup. The Mk25 is a balanced piston design as I do not do cold water diving. The S600 is balanced, the R380 is unbalanced. I'm extremely pleased with this setup, and the R380 breathes as good as many balanced regs.
When I did my DIR-F class, both Instructors also had this exact setup.
