I emailed DAN with a bit more information and recieved the following response.
Great Guys at DAN, this one email justifies my membership !

Dear David,
Thank you for your e-mail. Discussing your experience with one
of the dive physicians here at DAN it is extremely unlikely that this is
any form of DCS. It is not consistent with DCS symptoms. The most likely
explanation is a reaction to the neoprene. There are components in the
neoprene called accelerants that are essential to the rubber curing
process. These substances are what divers usually react to. If you do
not already we would suggest wearing a Lycra dive skin under the wet
suit to reduce the contact with your skin and the neoprene. You may wish
to be tested for the neoprene reaction by a doctor just to confirm if
this is the cause. This needs to be done by a "patch" test which is
different from the traditional "scratch" test. Your doctor is welcome to
contact this office to consult with one of the dive physicians from Duke
Medical Center. If we can be any further assistance do not hesitate to
contact DAN.
