I shore dived Delaware Bay (Broadkill Beach) in Del. and Chincoteage Bay at Public landing, MD and Franklin City, VA. Don't do it. No depth or viz.

You should have asked first! There is no good diving in DE - the closest options are Atlantic City or Cape May NJ and Ocean City MD.

Personally I have never shore dove in either location, but from talking to other divers people do go shore diving near AC and free-dive in some of the inlets for spearfishing etc. The bottom line is that viz is going to be near zero in shallow water in this area.
