I'm not sure. The plastic tape said "UVIC Science". I assume it's for some kind of University of Victoria student survey project or something. The anchors were attached to the rocks with epoxy cement so it seems semi-permanent.
The line was put in place for rock fish survey ...Guardians of the Deep. A UVic project conducted this summer. Several other sites were established as well.
