I live in the Dumaguete area, hence I am in the happy position to be able to dive in Dauin even during the pandemic. Diving is up and running, and allowed again after the stricter quarantine early last year. Some dive shops are still closed, others are running at reduced capacities, with covid safety measures in place (= reduced boat occupancy, ...). It's possible to dive the mainland Negros coast, and you can go on Apo Island trips too. What this means for the diving tourist is that fortunately the diving infrastructure is still intact and once international travel resumes you'll be able to still find dive shops here.
