I have recently acquired a DataTrans Plus computer. Yes, a piece of XX century technology. But, I got it for free, so the bang for a buck is infinite ;-)
It is my understanding that the download functionality for DataTrans Plus has not been supported since early '00s. Neither the cable nor the software can be bought, and the software would not run on a modern PC anyway.
Obviously, supporting obsolete technology makes no commercial sense. What could make sense, cost no money and generate goodwill for Oceanic, would be publishing specifications for the serial download protocol, so that interested owners can write their own software. (Making the old OceanLog open source would work, too!)
