Us American divers arent allowed to go to Cuba :( Our government fined some missionaries over $48,000 for going to that beautiful tropical island.

Cozumel is extremely expensive. To give you an idea of price, a liter of bottled water is $9 at a hotel. Jeep rentals are $125 per day. And what they say about Mexican water is true. I used some tap water to make coffee (I thought the acidic nature of coffee along with the heat would kill the bacteria), and it made me sick for a day.
 
Just don't get caught. There were several Americans in Cuba when I was there. They flew from Toronto.
 
You can just fly in to there from Cancun, and stay out of trouble...the Cubans don't mind you being there, and your passport isn't stamped, so there's no evidence that you were ever there...as far as our fearless leaders are concerned, you're in Mexico...Go to Chedraui and you can buy enough bottled water for a week for $9.00...(almost)...

We find Cozumel inexpensive. We stay in a very nice hotel for $80 a day, 2 tank boat dives for $53, rent an air conditioned car when we need one with insurance for $35 a day, take a cab for $3, have a meal and drinks for 2 for $20, and buy 8 liters of water at Chedraui for $1.30. About the only thing I agree with is don't drink the tap water.
