Just got back from a Princess cruise through those area. I skipped diving in Costa Maya, and the people on my boat were very disapointed. Sorry I didn't get the operator.

Hugh Parkey's was great in Belize. That was who Princess used there.
 
For Roatan you may want to check out Coconut Tree Divers, they can arrange pick up and drop off. They either let you charter whole boat or you can try and fit in with one of their scheduled dives, that all depends on the timing of your visit.
 
Take a look at Costa Maya Tours on line. they offer a 2 tank dive at Xcalak for $110 with your own gear. they are based at the Tequila beach Club, a $3 cab ride from the cruise tender.
