is it best to have a crotch strap as tight as ppossible as lose as possible or in the middle for diving in strong currents

I like mine to hold my rig in place without restricting my mobility or *ahem* "pinching" anything.

"Tight" and "Lose" are relative terms :)
 
crotch strap should be tight enough to prevent the bc 'riding up' your back.

Somewhere in between does it for me. I never like to hit the high octaves that's for sure.

Doesn't make a difference if it's strong current or not, the point of the crotch strap (and somebody correct me if I'm wrong) it to stop your rig from floating over your head. If you have it too loose it won't fulfill it's purpose, too tight and your rig won't sit right, restricting your movility and causing you to speak oin high octaves.
