Wondering if anyone has had luck finding a neoprene sleeve for their harness crotch strap that opens/closes with velcro, ala a cutting tool strap. The only sleeves my google search has yielded are sewn, which due to the sewn-in D-ring on my crotch strap would require me completely removing the crotch strap from the plate in order to put it on....and because I am lazy I don't want to do that. I spoke to another diver who told me she was able to find a sleeve on amazon with the velcro, but can't remember who the manufacturer was.
 
I can't visualise what you are trying to achieve, but you can buy neoprene seat belt covers with velcro. Alternatively, some cutting device pouches can be mounted vertically on the crotch strap. I wore an emergency line cutter like this at the top of the strap for years. I called it my diving codpiece.

Neoprene should stretch over that ring easily.
 
I had absolutely no issue sliding a 2" dive rite neoprene sleeve over a crotch strap without removing the dring. I just put some paracord around the dring, fed it up through the neoprene sleeve and gently tugged the sleeve into position. Removing the strap from the backplate first really wouldnt have been a big deal either, would take all of 2 minutes. I definitely would want to avoid any rough velcro rubbing on the crotch of my drysuit, would totally defeat the purpose of padding the strap in the first.
 
I don’t see the point of a sleeve over the crotch strap.
 
I ended up going with a seatbelt cover. The neoprene cover I had previously purchased (not from Diverite tbf) did not stretch over the D-Ring unfortunately.
 
Yakgrips w/hook & loop closure for solid shaft paddles might work. They fit 2 inch webbing. I use them on the shoulders of my bp/w harness to reduce wear on my wetsuit when walking to/from shore diving entries.
