Did you know there is a Cozumel sub forum under Mexico? That would be a good place to ask this question.

You can find something for $25 a night (and the ceiling fan will probably work) or spend $200 a night for luxury - and everything in between.

All inclusive, just minutes from downtown. Shore diving right outside of the hotel, good food, nice rooms.. Decent price.

I can tell you where not to stay. A few years ago, we stayed at the Iberostar. BIG mistake. The food was atrocious, the pool was filthy, service was terrible. However, the diving was fantastic. I'm going back but not to the Iberostar.

Cozumel Palace. Best service I've ever seen. Can't wait to go back.
