Very odd. Only thing I can think of is maybe such tests are illegal under Honduran law and the US cannot encourage people to violate local laws? It can't be the test itself since the proctor source is the same.
 
It must be a Local Law since it is Roatan specific, not necessarily Honduras though it might.

I suspect it may be a $$ thing. More local tests?

It could be $$ but that would apply to every destination. I suspect it's a more general law against online or foreign-source medical diagnosis. (Pure speculation here)
