I am a big fan of the Guanacaste area and have done over 200 dives in the area. My last trip was for, Bill Beard Costa Rica From the US it is one of the least expensive ways to do a two tank Pacific dive in the morning and have lunch next to an active volcano by afternoon. As a nature photographer it is one of the best locations to shoot both above and below water in the same day that I have been. The south end of the country is also good, around Cano Island.
The top spot for me was the Bat Islands.
