Cost of Artificial Reefs?

I wonder why concrete isn't used more often, like in Dania erojacks? Or just plain boulders, same kind as used in jetties everywhere. Maybe won't look as cool as a shipwreck but as a reef it may last longer.

A research team at the NUS Experimental Marine Ecology lab in Singapore have been working on including micro habitats onto already existing seawalls, jetties and the like using sculpted tiles and rocks to turn them into more artificial reef-like environments. While you can easily build a new reef using concrete and rock shapes, modifying existing structures is definitely an interesting (and cheaper) take that could help stop "deserts" emerging in the first place. It would be interesting to see what happened if this was tried on a sizable scale around a structure like the ocean runways at Honolulu or Sydney.
