coral transplantation... an excuse?

Not sure how many of you have seen this quick article or not.... apparently the Navy is above the laws for disturbing hermatypic corals. Then again, at least they are making an effort to save instead of just plow through the existing reef.

They've got the necessary permits from both federal and state agencies... they're not doing anything illegal. I'm unclear about what "excuse" you are referring to.

I wouldn't say above the law, they work for the law. I will commend them on a great approach to a project that was going to proceed one way or another.
