My Canon A720 is consistently underexposing shots. I've tried resetting to factory defaults.

Any tips on how to compensate for this while taking shots diving would be appreciated.

Non-strobe shots?
Internal Strobe shots?
Slave strobe shots?
All shots?

What mode are you shooting in Underwater?
What settings are you using?
 
This problem arose since my last divetrip so the settings are not for UW shots.
So, I'm concerned about taking a trip, getting to around 60 ft and then having issues.

Surface shots (ie in the yard, house, etc.)
No strobes
No flash

Isn't a problem when shooting video either (???)

It is an issue when shooting fully Auto.

Check the settings for ISO, exposure compensation and/or strobe power
