If you want access to the city, then I highly recommend Playa del Carmen. Most dive ops will shuttle you to all the destinations, usually included, and you also have easy access to the ferry to Cozumel, the bus station, and tons of cheap cabs and excursion vendors.
Go to Trip Advisor and do a basic hotel search of Playa del Carmen, then re-sort the search results by price. You'll see a long list of very low priced units, and if you use a good rewards card you might even get some nice cash back, under $80 per night. Then just pick and choose a few, research them, and make a personal selection.
