Computer/tablet spec for Lightroom

Hi,

I take pictures UW and initially I use to correct then with Snapseed. As I am getting humbly and slightly better I would like to start training myself to make corrections with light room /PS.

I am planning to purchase a computer, notebook or a tablet to help me out into this task. My budget is low as I prefer putting my dimes into photo gear.

I would like to know if you would advice me a specific setup / what are the pros and cons into the fixed computer vs notebook vs tablet and what are your general recomendations about this matter.
