If you cannot find the resort on PADI's Web site, then they probably aren't a member. If that is the case, you will not receive anything beyond your temporary card. In which case, after the expiration date, it will not be accepted. PADI is 'usually' pretty efficient in getting cards out within 4 to 6 weeks.
PADI has a number of skills in which it expects you to pass with an entry level of mastery. There are about 20 of them. If you do not feel you passed them or were not exposed to them, you should definitely consider retaking the course. Most of them are covered in the open-water book; thus you know what they are.
I think a Scuba Tune Up is a great idea -- however, that is available to OW certified divers only. Thus whether or not the shop will accept you after the story and with a temporary card is 'suspect'.
I would call PADI, give them all the details and let them advise you on what to do. Let them do the research! Perhaps they can refer you to a local dive shop and work with you on what you need to take.
