More specifically, when you are heading south on Melgar and after you pass all the stuff at the La Ceiba/El Cid complex and the cruise ship dock, look for the concrete Caleta sign marking the turnoff on your right. Turn down that road and go about a hundred yards, and you'll be at the Caleta.It's maybe a mile south of the International Pier on Melgar.
It also depends on which shop you are diving with. Some operations will meet you at a dock in town, at least one you can go to the shop in town and they will transport you to the boat, and at least one leaves from the marina north of town. Most shops you can take a taxi to the southern marina as ggun indicated above.
