I dove recently with a couple in the carribean, one of whom had a lycra hood for sun protection. It had cat ears on the top of it. I was surprised how visible they were underwater, and when bobbing on the surface before/after dives, you could pick her out in a fraction of a second. For a bonus, it definitely added some levity to the experience as well.
 
When teaching, I wear a pair of white fins. They really reflect all the available light and they seem to glow underwater. Very helpful in low vis.

My wife and I both have unique BP&W setups, but if the vis is poor, I also wear this. I got a 3 pack on Amazon super cheap. I shave my head, so I will also wear one of the darker colors to keep my head from burning.

Get a silver colored permanent marker and write your name or a symbol of your choise on your fins.
This, obviously, works best with black fins.

Put reflective tape on your cylinder.

Get some colorful hoses: Miflexhoses | Miflex Scuba Hose | Miflex Regulator Hose

And then... I'm sure no-one else is wearing white wristbands, either. Those would work with rental gear, too. And, um, nothing really beats the vibe (content warning: lots of headbands and wristbands).
 
A long time ago I used some type of flexible/rubbery paint to paint over the Sea Elite logo patch on my semidry suit to turn it into a Batman costume
I don't recall what it was...something from a craft store I suppose...some sort of fabric paint I think

A creative person could do a lot with paints
