I used Coiba Dive Center. They are essentially on the beach. I did get the impression that they have a pretty high turnover in personnel.

Is there any diving just around Panama City?

The closest decent diving near Panama City is Portobelo on the Caribbean side. That's 90 minutes away by rental car. (Much longer by bus.) Scubapanama is the better of the two dive ops. If you are going now, you may be able to get out to the dive sites along the barrier reef. If the sea is too rough, there are shallower, sheltered dive sites.
