Below is an entry that was posted on Facebook by Jay Easterbrook; he doesn't say "without penalty" but that's the impression I am getting.
It appears that if someone is booked for a vacation at Cobalt Coast after December 1st but prefers to dive with Dive Tech - they can move to a different hotel and/or still dive with DiveTech even if they are staying at CC.
I'm guessing that if someone wants to do tech diving, deep diving, rebreather, or other specialty diving with DiveTech, they can still do that without a hassle.
But if you are going to CC for recreational diving then you should give Reef Divers a trial; we have found them to be an excellent valet dive operation.

Interesting that the owner of Cobalt Coast recently denied rumors that the resort is being sold, because SB members that have stayed at LCBR recently have clearly been told that the Tibbett's Family is buying the resort. Why else would Reef Divers, the Tibbett's onsite dive op, be moving to CC? Maybe there is a gag order in place until the deal is finalized?

“…Arie Barendrecht, owner of Cobalt Coast, said Monday that Divetech’s 15-year lease at the hotel had ended and he was bringing in a different operator to run the on-site dive business.
He denied rumors that Cobalt Coast was being sold and said more information about the new dive operator would be released later in the week…”
