Gaseous oxygen is what you compress or boost in scuba diving and 3000psi is well over the recognised safe limit for pressurised oxygen gas.
But there are other less hazardous methods of compressing oxygen using liquid oxygen LOX and allowing a liquid evaporation expansion compression process. Basically using a liquid compressor rather than a gas compressor. The rapid expansion of liquid into gas creates a massive pressure rise but not with the associated adiabatic temperature rise you get with compressing it as a gas. Add that a gas velocity is huge by comparison to a liquid velocity for the same gaseous volume and pressure in the receiver cylinder and that particulate contamination of a ceramic piston liquid pump is minuscule compared to the reciprocating or piston ring booster pumps and again they are huge against say even a diaphragm oxygen pump used in industry.
As for 2 kilometres away being a safe distance I do pumps for 10.000 psi and for pressure testing well heads 3000 meters deep so our 3000 psi would hardly make it out the tap. All is relative I guess. But the risks are very real.
