I have a GoPro HD2 with the GoPro dive housing.

1. Is there an official GoPro supported way of changing filters underwater?
2. Does the new GoPro3 enable you to change filters underwater without buying a different housing?

If you want to change filters underwater, you'll need slip-on or external filters. I'm not aware of a Go-Pro filter, or one officially sanctioned.
 
Well with the hero3 SRP has a filter dome that snaps on and off the camera pretty easy, same housing. BlurFix3 SO Naked 55 mm Filter Adapter
Now the actual filters must still be screwed on to the dome.
 
MAKO spearguns also offers a choice of two different Uw filters that can be removed underwater for the go pro 3 housing.
