XS Scuba pouches on the cam bands and on the waist belt of my BP/W. They make various styles, including a dumpable version, and one with a Velcro face to use with your cam band strap. They also have ones that are removable without unthreading the belt or bands.

Been using them for years...
 
I'm in process of swapping stainless backplate and single tank bracket to aluminum so I can take it traveling. I'm looking for a way to add back the weight in some pouch on tank strap or something like that. Something I can carry empty and then get local weight to put in it. Anyone have a recommendation for something to use that is the highest quality and best safety. I will still have my dump weights on front but I want to add a little more to back to offset lower weight.
Have you tried threading the weight on the tank band directly?
How much weight do you need? You can also use zip ties. Works well enough for a couple of 4 lbs weights. I assume that the rest of the weight is on a belt?
