Good question and thanks for raising the issue.
Although the Avalon Underwater Cleanup has a strict prohibition against any sort of rebreather (due to an incident a few years ago when rebreather divers ended up under the Catalina Express boat and triggered a security scare), we've never issued such a rule. However, to rebreathe-or-not-to-rebreathe may vary boat to boat depending on the boat captain's policy for that particular boat.
If you'd like Dwayne (and anyone else who's contemplatying a rebreather), give me a call and we can chat about it.
