Cebu plan for January?

Mactan is on the same island as Cebu International Airport.
In this part of the world every dive is a guided dive so you can always buddy up with the dive-guide. But if you do not mind to travel another 2hrs by road from Cebu then Moalboal would be my preference.
There is nothing wrong with the diving from Mactan but finding a good operator is NOT easy. Most of them only geared up to Korean.

Agree with the above , get straight out of Cebu and head to Maolboal. Another option is Malqpascua , four hours by private road transfer plus about 30 minutes boat ride. Maolboal is great for reefs and turtles. Malapascua has great macro and the famous thresher sharks.
