If you like to checkout the diving in Cebu, I'd recommend going to Hilutungan and Nalusuan islands, both are marine sanctuaries. Diving around Mactan island is mediocre at best. Here's a trip report I wrote last year after diving in Malapascua, http://www.scubaboard.com/showthread.php?t=103679. Unfortunately Terry Dukes has left Malapascua Exotic and I don't think anyone is pumping Tx anymore on Malapascua. Sad since I really enjoyed diving on the Pioneer wreck.
