I have the option to buy 15 of these tanks and valves, brand new. I would pay for shipping. If I buy a bunch of them directly from Sherwood, I could get $119 per tank, with valve.

The seller is asking $105/tank and $29/valve. Claims they are brand new. I have some valves already I could put on the Catalina 63's.

Would an offer of $100 per tank w/ valve be too low? Or $80/tank, valve-less?

Did you ask the born on date? They may be new but with old factory hydros which would make them less desirable.

If they are old, there would be absolutely no reason to go in on them compared to new ones from Sherwood.
