Bonaire is great for beginner divers (and more experienced ones) as it is calm, the reefs are very fishy and much of the diving is easily accessible from shore. The resorts north of town including Sand dollar, Buddy Dive, Capt Don's have excellent house reefs as well as good boat diving operations. As pointed out previously, no real sandy beaches but all 3 of these resorts have pools and easy access to the ocean and snorkelling. The island is safe, and has interesting restaurant choices as well. There are good grocery stores, pharmacy and hospital on island. I can't think of any better place in the Caribbean for newbie divers. The non divers will still have plenty to do.
Grand Cayman is much more expensive for comparable services and accommodation. Honduras is more developing world.

Our family, a mix of experienced and beginner divers, love going to Bonaire.

The dive site 1000 steps has a coral rubble beach and is gorgeous. I would not rule out this beach for lack of sand.

Plus good dive site.

Plus often baby turtles playing in the surf right at beach edge.

What about a condo? There are a bunch south of the airport (and actually north too). You can book dives with various shops if you want boat dives, or you can go at your own pace and shore dive. Bonaire is so easy, it's not a problem for even noobies.
