I just received this camera and case for fathers day :). In reading the instructions am I correct in the following process to seal the case for use.

I should remove the O ring, wipe the grove with a q-tip or similar, put some silicon on the o-ring, and then install the o-ring back in the grove and close the camera case??

Presuming this is the correct process do I simply place some silicon on my fingertips and lightly apply the silicon to the o-ring?? Is there an easy way to remove the o-ring so that I don't stretch it or destroy it?? Is there a need to have a spare o-ring?? Is there specific silicon I should buy and where can it be purchased??

Your new case should have came with the correct lubricant. The lubricant can be purchased from underwater camera stores such as Reef Photo in Ft Lauderdale or Backscatter and several others etc.

Yes, you remove the O ring with a plastic pick or by bunching it with your fingers. You inspect the groove and O ring and sealing surfaces, clean the groove with a Q tip etc, put a small amount of the lubricant on your fingles and work the O ring between them such that it is shiny but has no excess and then set the O ring back into the groove.

Yes, you should purchase several spares.

Do not assume the lubricant is actually silicone, different types of O rings used on cameras require different formulations, a silicone O ring will swell and expand if you use silicone grease on it whereas a Buna N O ring enjoys silicone grease.

You should use a desiccant pack when you seal the camera up to prevent condensation.

How often does the silicon need to be reapplied?? If I open the case to replace a memory card or battery can I simply close it back up and keep using it or do I need to take out the 0-ring, clean the groove, clean the o-ring (how do I clean the 0-ring??) and then reapply silicon before closing??

If you open the case in a relatively 'sanitary' location then you don't need to worry about removing the o-ring/cleaning/etc. Just a quick finger rub to make sure there's no grit and a visual inspection for hair/fibers is good enough. Opening the housing in 'non sanitary' conditions (dusty, dirty, pet hair flying around, salt spray, etc) is discouraged and requires much more care. :)

That is a judgment call, if you have been in water with sediment or sand then I would clean and lubricate it.

I have been using Canon cases for a number of years. I re-apply the lubricant in the morning before every dive trip. I do not open the case in between the actual dives. I have never had a problem with my cases leaking using this approach.

Happy Father's Day and congratulations on your new hobby.

About cleaning and greasing your O-ring, it came from the factory clean and greased, and should not need anything now. You should inspect it to make sure there is no grit, fiber or hair on the ring, which is what causes leaks. It should be fine, but...

If there is, remove the ring with the corner of a credit card, guitar pick, or even the tool provided with your camera. Wipe it with a clean lint free tissue, lens tissue is fine. That should remove grit and fibers. Also clean the bearing surfaces of your case with another new clean lint free tissue to remove the same grit and fibers. I do not advise using a Q-tip or paper towels, since they are a ready source of loose fibers. As for greasing it, just a tiny bit is needed, more will just hold grit better! Apply only enough to make it slide without abrading when you open and close the case. Use the grease that came with your camera case.

Lastly, when you open the case, make sure it is dry. Then hold the case so the door opens to the side, so things don't have a tendency to fall into the case (water from diving being the main worry, towel fibers and hair being others). Water and electronics don't like each other. Make a habit of doing this and your camera will thank you by taking more great photos.
